Tetsujin: The leaders. Five Tetsujin lead the Hatsukaze, each of them being responsible for the Hatsukaze operations in a specific region. The Tetsujin operate from the shadows, rarely showing themselves in public, instead passing orders down to their Ambassadors, who in turn act as their representatives. Each Tetsujin is a very powerful shinobi ,with the weakest being at A-2 level and the strongest being at S-3 level, being able to rival kages and clan leaders.
Ambassador: The commanders. The rank of Ambassador is compareable to that of Jounin in the village system. Generally considered the “face” of the Hatsukaze, each Ambassador is responsible for a certain branch of the Hatsukaze, usually operating in a specific area. They usually have command over squads, sometimes several, and are responsible for both representing the Hatsukaze and their interests and dealing with threats to the organization. In terms of skill, they are usually somewhere in between B-2 and A-2.
Soldier/Squad Leader: The fighters. A squad of about four soldiers is placed under the command of one ambassador, one of these four being the squad leader. They function mostly as the muscle of the ambassadors, used to complete tasks and help the ambassador keep things going smoothly in the region they are assigned to. This position has the broadest range of skill per individual, with holders of the position being anywhere between C-1 and A-2. Some Soldiers are on equal level with Ambassadors in terms of power, or stronger even. However, Ambassadors have a wide variety of tasks that require skills outside of the field of combat as well.
Initiate: The newbies. These are unskilled shinobi that, while having been accepted into the organization are not considered powerful enough to take care of any serious assignment. They sometimes perform missions together with soldiers, but are mostly tasked with simpler tasks such as repairs, delivering messages, etc. They are usually trained by either soldiers or ambassadors, and most of them eventually become powerful enough to climb up to the rank of soldier. In terms of skill, they are composed of shinobi that are C-2 and lower.
Equipment/Uniform: Each member has a special ring, its color indicating their rank within the Hatsukaze. These rings are infused with a special seal that allows its user to unlock the organization’s hideouts. It is also used to distinguish real members from infiltrators: each ring reacts to its owners’ chakra signature only. If anyone else tries to wear the ring, it will squeeze the person’s finger off.
Tetsujin have a golden ring.
Ambassadors have a silver ring.
Soldiers have a bronze ring - no distinction between the rings of soldiers and squad leaders is made to prevent opponents from figuring out the chain of command of a squad.
Initiates have a black ring.
